Carmel Police Department and Courts

Envoy Construction & Development proudly delivered a major renovation and expansion of the Carmel Police Department headquarters, nearly tripling the capacity of the original 1988 facility to better serve a city population that has grown from ~25,000 to over 100,000 residents. This $38 million-infrastructure upgrade now also accommodates the Carmel City Court and Clerk’s Office, previously housed in City Hall, consolidating key municipal functions under one roof to enhance operational efficiency and community access.

Key Features & Facility Enhancements

  • Expanded footprint with a three-story addition and strategic infill renovations to the existing structure.
  • Shared civic complex: Police Department, City Court, and Clerk’s Office now colocated, improving public service workflows and collaboration.
  • Modernized department functions, including dedicated spaces for patrol, investigations, emergency operations, and administrative divisions.
  • Officer wellness amenities: On-site gym, physical therapy/rehab room, and training facilities to support personnel health, training, and morale.
  • Indoor vehicle and equipment storage, secure evidence handling zones, and tactical training space on the ground level.

Community Impact & Civic Value

Mayor Sue Finkam described the facility as more than just a building, but a symbol of Carmel’s forward momentum, civic pride, and commitment to meeting future public safety demands.

Chief Drake Sterling echoed these sentiments, highlighting how the upgraded headquarters empowers law enforcement and judicial staff to deliver enhanced service quality and community protection, positioning Carmel as one of the safest mid-sized cities in Indiana.
