Envoy Construction and Development is proud to announce the successful completion and turnover of the new Clinton County Annex, a project that stands as a landmark achievement in public infrastructure modernization. Delivered under our specialized Build-Operate-Transfer (BOT) approach, this facility not only replaces an outdated structure on the historic square of Downtown Frankfort, but establishes a new benchmark for financial and project assurance for the County.
BOT: A Foundation of Guaranteed Success
The choice of the BOT delivery method was a strategic decision that immediately benefited Clinton County, offering crucial financial certainty from the outset:
- Guaranteed Maximum Price (GMP): Through our BOT model, the County received a price guarantee for the project, insulating taxpayer dollars from potential cost overruns and providing financial stability throughout the entire process.
- Risk Mitigation: Envoy assumes the majority of the project's complexity. Crucially, the design risk is ours, allowing the County to proceed with confidence, knowing a single, accountable entity managed the project from conception through completion.
This partnership has resulted in a high-quality facility designed for the future, completed within budget parameters.
Facility Overview and Scope
The new Annex is a significant 41,925 square-foot addition to the county's infrastructure, specifically designed to consolidate and modernize essential public services to accommodate projected growth for decades to come.
Located on the historic square, its construction involved removing an old, outdated vacant building, making it a clear testament to the county's commitment to urban revitalization.
The facility is now home to nearly all county offices, ensuring citizens can access vital services in one convenient location. These departments include:
- Clerk
- Treasury
- Surveyor
- Courts
- Archives
- Assessor
- Commissioners
- Recorder
- Veterans Services
This project was part of a larger, coordinated modernization effort, including the interior renovation of the existing county courthouse.
Overcoming Complex Urban Challenges with Innovation
The construction of the Clinton County Annex officially began in the Summer of 2023 and was turned over for move-in on October 20, 2025.
Working on the historic square presented distinct and complex challenges our team successfully navigated:
- Excavation Complexity: As is standard with downtown urban redevelopment, utility challenges arose. The most intricate task was excavating a basement adjacent to a build over 100 years old that currently houses Arni’s. This delicate operation required complex planning and precise execution to ensure the integrity of the historic environment.
- Innovative Construction: To ensure a streamlined and efficient process, Envoy utilized unique construction methods, including the installation of a modular elevator, which provided an efficient alternative to traditional systems.
