Project Highlight: Hamilton County Household Hazardous Waste & Pleasant Street Offices

As part of Hamilton County’s continued investment in improving public services and infrastructure, Envoy was proud to serve as the owner’s representative on the recent renovation and expansion of the Pleasant Street Offices and the new Household Hazardous Waste (HHW) facility in Noblesville, Indiana.

This project transformed the former Humane Society building and surrounding space into a more functional, modernized campus that brings three vital county departments under one roof: Household Hazardous Waste (HHW), Soil and Water Conservation District, and Weights and Measures.

The primary objective was to address space constraints and update outdated facilities. The project involved the complete renovation of the former Humane Society building into modern office space, a new garage addition, and the construction of a pre-engineered metal building for HHW services. These improvements were essential for expanding public services and accommodating operational needs.

In total, the project included 12,185 square feet of renovated space for the Pleasant Street Offices and an additional 13,273 square feet for the new HHW facility.

Construction began in April 2024, and despite minor material delays, the project progressed smoothly. Fredericks served as the general contractor, with Envoy overseeing the process as the owner’s representative. A ribbon-cutting ceremony marked the official completion and opening of the facility.

This project supports the broader goals of the Reimagine Pleasant Street redevelopment initiative. By consolidating departments and modernizing county infrastructure, the Pleasant Street Offices and HHW facility offer improved efficiency and enhanced service delivery to Hamilton County.
